In line with its reasoning, its objective is "to establish a non-governmental non-profit organization's register as a reliable, up-to-date and unified source register of non-governmental non-profit organizations". According to the legislators, until that time, there were several registers requiring different data, as a result of which there was a lack of transparency in this area and problems arose if the statutory bodies and responsible persons authorized to act on behalf of specific non-governmental non-profit organizations had to be identified.

The law in question established a register of non-governmental non-profit organizations and identified the data whose registration is mandatory. The register will be administered by the Ministry of the Interior of the Slovak Republic.

Key information is that under the law, the subject to the registration are the foundations, non-profit organizations providing general beneficial services, non-investment funds, civic associations, trade unions and employers' organizations and organizations with an international element.
